It centers on the 3C Passport (Cause, Community, County) for choosing partnerships, a Persona Test (Entrepreneur, Citizen, Partner) for identity within coalitions, and two structures — PecoNets for visibility and PecoCircles for execution — that let India’s 3-million-plus NGO sector coordinate without a centralized authority.
